Project 2025 isn’t a leak, a rumor, or a conspiracy theory. It’s a book. The Heritage Foundation published it in 2023 under the title Mandate for Leadership: The Conservative Promise — more than 900 pages, written with input from over 100 conservative organizations, and offered as a ready-made instruction manual for the next Republican president. During the 2024 campaign, Donald Trump said he knew nothing about it and called parts of it ridiculous. Then he hired the people who wrote it. Russ Vought, an author of the plan, runs the Office of Management and Budget. Brendan Carr, who wrote the chapter on the Federal Communications Commission, now chairs it.
The results are measurable: the Center for Progressive Reform, tracking the plan’s proposals across 20 federal agencies, found that 283 of the 532 executive actions it monitors — 53 percent — had been started or completed in the president’s first 12 months in office.
